Admin publishing

Publishing is preserved in policy-admin-documents-v7-12-120-test.html.

Reader behaviour

The reader loads only rows where status = published. Missing or unpublished rows show safe fallback text.

Main app rail pass

This page now follows the Profile Settings rail pattern: page links first, body tools below, no Web Builder rail injection.
